Available Positions:
Director of the HEBCAC Youth Opportunities Center
The HEBCAC Youth Opportunities Center provides a comprehensive learning program for out of school youth ages 16-21. Services include basic education/GED preparation, work experience, job readiness, support services, committed involvement of caring adults and developmental opportunities aimed at assisting the young person in the successful transition to adulthood and responsible citizenship.
SUMMARY OF JOB:
Responsible for overseeing the delivery of comprehensive, quality career/workforce development services for at-risk, out- of- school Baltimore City youth, ages 16-22. The Director is responsible for planning, designing, developing, implementing and managing a One Stop Youth Employment Center and assuring that program objectives are achieved.
ESSENTIAL FUNCTIONS OF POSITION INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
- Thorough knowledge of employment and training programs, fiscal management, youth development, grant development, personnel, and other administrative practices.
- Thorough knowledge of the methods and techniques applicable to assessment, training, education and placement of at-risk and out-of-school youth.
- Ability to supervise a staff engaged in the delivery of an employment and training program.
- Ability to analyze and recommend resolution to difficult problems associated with meeting specific program goals and objectives, fiscal, personnel accountability.
- Ability to establish and maintain effective working relationships with other organizations and government agencies.
- Ability to develop/write proposals for new funding opportunities.
- Ability to create incentive programs that encourage and acknowledge positive staff and participant performance.
- Ability to develop a community recruitment and outreach plan, which insures appropriate fliers, brochures, and events to promote the Centers activities and image.
- Related work as necessary
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Sociology, Psychology, or related field preferred.
- Excellent written and verbal communication skills.
- 4 years demonstrated program management experience with demonstrated proficiency in timeline development and monitoring.
- Ability to coordinate multiple simultaneous tasks.
- 4 years demonstrated experience supervising a human services staff.
- Strong understanding of successful youth development/workforce development practices.
- Strong P.C. skills-demonstrated proficiency using Windows (Word, Excel, PowerPoint, MS Project, Access, Outlook)
- Demonstrated Grant writing experience.
Manager of Community Outreach and Organizing
As HEBCAC evaluates its impact over the past ten years of service to the Historic East Baltimore community, the organization is focusing on
it most important role--informing and mobilizing residents and grassroots organizations from the area to ensure full participation of the community in the planning and implementation of current and
future redevelopment initiatives. To oversee and manage these community outreach and organizing efforts, HEBCAC is creating a new staff position - Manager of Community Outreach and Organizing.
The Manager of Community Outreach and Organizing will provide the staff support necessary for HEBCAC to strengthen and expand its community development initiatives by:
- Providing a central point of contact for all information related to community leaders and community-based organizations within the HEBCAC service area.
- Creating and sustaining relationships with public, private and corporate partners who can further the efforts of community leaders and the missions of community-based organizations belonging to the HEBCAC partnership.
- Providing such services and information in the context of ongoing and planned neighborhood revitalization efforts in the Historic East Baltimore community and the City of Baltimore.
ESSENTIAL FUNCTIONS OF POSITION INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
- Help establish and provide ongoing staff support to the Community Development Advisory Committee. This committee will be comprised of representatives from all of the HEBCAC 26+ member organizations from the Historic East Baltimore area, and it will serve as a key information exchange, a forum for discussing community concerns, and a means to inform the policies and direction of HEBCAC initiatives.
- Build substantial working relationships between HEBCAC (its staff and programs) and the leaders and community-based organizations of Historic East Baltimore.
- Listen to the community (residents, merchants, and visitors) about key quality of life issues, and link HEBCAC programs and staff to efforts resolving these issues. This will involve organizing and coordinating task groups within the HEBCAC organization around such efforts.
- Offer organizational development/capacity building services to community-based organizations in Historic East Baltimore, including: strategic planning, board development, resource development, project planning/implementation, and evaluation.
- Seek out and provide development opportunities to new local leaders.
- Maintain a database of community leaders and community-based organizations within HEBCAC, including institutional partners who assist these individuals and organizations.
- Lead HEBCAC’s efforts to create and sustain a Historic East Baltimore newsletter and e-mail information exchange to ensure the optimum flow of information among leaders, organizations, and the wider community.
QUALIFICATIONS:
- Bachelor’s degree strongly preferred in urban affairs, social work, community planning or related fields, however closely related work experience may be substituted for some formal education
- Minimum of 3 years experience in community organizing, facilitation/ mediation, community development or related professional experience (additional education or training may be substituted for some work experience)
- Excellent facilitation, conflict resolution, and coalition-building skills
- Excellent written and verbal communication skills
- Strong analytical skills with emphasis in planning and management
- Grant writing and/or resource development experience preferred
- Strong P.C. skills – knowledge of Windows (Word, Excel, PowerPoint, Access, Outlook, Desktop publishing programs)
