The
Historic East Baltimore Community Action Coalition, Inc.,
(HEBCAC) is a nonprofit partnership, based in the community,
established to enhance the quality of life for all who live,
work and visit Historic East Baltimore. HEBCAC was founded in
October of 1994 as the result of a two-year planning process
that included neighborhood associations, business owners, Johns
Hopkins Medical Institution representatives and government officials.
The resulting master plan called for action on three fronts:
community development, physical development and economic development.
In short, the HEBCAC plan is a comprehensive development agenda
to transform the Historic East Baltimore community. |

Since 1995 HEBCAC has actively sought
to implement the master plan through a range of social, physical
and economic initiatives. These initiatives facilitate cooperation,
broker assistance, and provide direct services to promote sustained
community revitalization.
HEBCAC
is governed by a 16-member Board representing the Community, the
City of Baltimore, Johns Hopkins Medical Institutions, and the State
of Maryland. The organization currently employs a staff of thirty.
As an inclusive organization, HEBCAC
seeks participation from every segment of the community –
homeowners, renters, seniors, youth, institutions, businesses, and
members of the faith community. We recognize and respect the diversity
of our community and we value community empowerment.
