In 2000, DeLois Sparks, a family service worker at HEBCAC, envisioned a 24-hour recovery support center for individuals battling addiction. She brought community members together to assess addiction-related needs, leading to the creation of Dee’s Place. With community support and dedicated volunteers, she kept the doors open every night despite limited resources.
In 2004, Dee’s Place joined two other recovery centers, Penn North and Recovery in the Community, to form Threshold to Recovery. This is a network backed by major foundations such as the Robert Wood Johnson Foundation, Baltimore Substance Abuse Systems, and several private Baltimore foundations that helped shape Maryland’s peer recovery support practices.
Early support came from local Baltimore foundations and later from Baltimore Substance Abuse Systems, now Behavioral Health Systems Baltimore. Today, Dee’s Place continues to provide free, essential recovery services thanks to strong partnerships and community support.
